DAYS 78: REVISED TEXTS ON THE WAY
WTO Director-General Pascal Lamy told WTO members on 28 July 2008 that talks over the past few days have produced a very high level of convergence on many issues and these would be included in revised agriculture and industrial products texts to be circulated later in the day.

PANEL REPORTS ISSUED ON AUTO PARTS DISPUTES
The WTO, on 18 July 2008, issued the reports of the panel that had examined, respectively, complaints by the European Communities, the United States and Canada regarding “China — Measures Affecting Imports Of Automobile Parts” (DS339, DS340 and DS342).

LAOS�S WTO MEMBERSHIP TALKS GAIN MOMENTUM
Laos has been making steady progress in its talks on joining the WTO, including reaching agreement with the EU on opening its market to goods, the working party of WTO members negotiating with Laos heard in their fourth meeting, on 4 July 2008. But more work is still needed before commitments on applying WTO rules are included in a draft text.

MEMBERS TURN ATTENTION TO IMPROVING SPS MEDIATION
The WTO committee dealing with food safety and animal and plant health has started work aimed at encouraging members to make use of mediation by the chairperson to resolve some of their differences. Their efforts are focusing on drafting procedures for mediation, which some see as a sort of user�s guide.

DECISION ON SPS TRANSPARENCY CONFIRMED

CHAIR SUSPENDS MEETINGS ON INDUSTRIAL TARIFFS
Don Stephenson, the Chair of the Negotiating Group on Non-Agricultural Market Access (NAMA), said at a meeting of WTO members on 2 June 2008 that after a week of consultations with no progress he was suspending the meetings of the Group until members achieve some convergence.

CHAIR ISSUES WORKING DOCUMENT ON RULES
The Chair of the Negotiating Group on Rules on 28 May 2008 issued a working document regarding negotiations on rules. The document, which takes the form of a cover note and three annexes relating to anti-dumping, horizontal subsidies and fisheries subsidies, seeks to convey in detail the full spectrum and intensity of the reactions to the Chair's first draft texts and, to the extent possible, to identify the many suggested changes put forward by delegations.

CHAIR ENCOURAGES NON-AGRICULTURE GROUP TO GET A TEXT READY FOR MINISTERS' DISCUSSION

REVISED BLUEPRINTS ISSUED FOR FINAL DEAL ON AGRICULTURAL AND NON-AGRICULTURAL TRADE
Two revised papers including what could become the formulas for cutting tariffs and trade-distorting agricultural subsidies in a final deal were issued on 19 May 2008. They are the outcome of the latest discussions in negotiation groups and will pave the way for talks combining the subjects before they are agreed by all WTO member governments.

NEGOTIATING TEXTS MOVE DOHA ROUND CLOSER TO END GAME, SAYS LAMY
Director-General Pascal Lamy said today that the negotiating documents put forward this week on agriculture and industrial goods trade provide a platform for intensified work in the coming weeks. The negotiating texts in agriculture and non-agricultural market access, released respectively by Crawford Falconer, chair of the agriculture negotiating group and Don Stephenson, chair of the NAMA negotiating group, are the second revisions of negotiating documents first produced in July 2007.

FARM TALKS� CHAIR TO REVISE DRAFT IN COMING DAYS
Chairperson Crawford Falconer announced on 9 May 2008 that he aims to produce his next revised draft �modalities� text at the end of the week of 12 May or at the beginning of the week after. Speaking in a meeting of the full membership, he said this text�s status will be no different from previous versions � it will represent the latest situation, reflecting progress since the 8 February draft.

TRADE POLICY REVIEW: MAURITIUS - TRADE REFORMS HAVE BORN FRUIT BUT NEED TO BE PURSUED
To cope with several challenges to its economic regime, Mauritius has undertaken recently bold reforms aimed at liberalizing its trade regime and boosting competitiveness; the reforms have begun to bear fruit, providing a real GDP growth of 5,1% on average per year since 2003, according to a WTO Secretariat report on the trade policies and practices of Mauritius.

FARM TALKS NEGOTIATORS ASK CHAIR FOR MORE TIME
WTO agriculture negotiators have asked their chairperson for at least a week more to build upon the progress they have been making in their recent consultations on sensitive products, tropical products and long-standing preferences. At the end of a meeting that began on Tuesday 15 April 2008 and ended three days later, chairperson Crawford Falconer tentatively proposed 30 April as the date for hearing the results of their consultations.

LAMY SIGNALS START OF �HORIZONTAL PROCESS� IN NEGOTIATIONS
Director-General Pascal Lamy, on 17 April 2008, said at an informal meeting of the Trade Negotiations Committee that �time is coming soon to take our work to a higher level and to begin drawing together the threads both within and across the two modalities issues (agriculture and industrial tariffs) as mandated in Hong Kong�. He said the �horizontal process will start at Senior Official level, in order to prepare properly for the Ministerial involvement which is likely to be needed at a later stage�.

MEMBERS SET TO AGREE ON REGIONALIZATION, IMPROVED SPS TRANSPARENCY
WTO members have reached an apparent consensus on two sets of procedures aimed at strengthening their work on sanitary and phytosanitary measures (SPS, ie, food safety and animal and plant health). One is on recognizing that regions (within a country or spanning borders) are free from diseases or pests, the other is on improving the information they share with each other, a crucially important part of member governments� work in the WTO. Both were approved conditionally in the WTO SPS Committee�s 2�3 April 2008 meeting, and will be adopted if no one objects within the next few weeks.
